Can I downgrade harddisk space of my BUDGET Windows VPS?

No, harddisk space can't be downgraded/decreased due to limitation of MS Hyper-V virtualization technology. VHD shrink is not facilitated with HyperV technology.

For example, if you have 45GB HDD allocation on your VPS, it can't be decreased to 35GB.
